Palette is a freeware adventure game by Yoshitaka Nishida (Finger Puppet) made in RPG Maker 95. It won an award and eventually had a remake on the PS1 called "Forget Me Not -Palette-". Also I couldn't get the effects to work for me so it's just normal colors.
