Mana is something that is meant to challenge your ability as a player to manage resources to achieve victory.

Character without mana have to be balanced to accommodate for this, since their only limiting factor is cool down and its reduction.

Players can compensate by building around the fact that their heros need mana, otherwise they can play around it by choosing to limit their uses but increasing the strength and impact of the abilities. (Impact strength vs repetition strength to be determined)
