After years of regime liberalization in Nogova, Vice-Premier Ostrovsky of the Nogova Communist party resigns and leaves for Moscow to meet with the General Secretary of the Soviet Communist party, Leonid Brezhnev. Result of this meeting is the dispatching of Soviet forces stationed on the nearby island of Kolguyev, to Nogova. Led by Col. Aleksei Guba, their official mission is to establish Socialist order.
