This video also makes it look like this glitch is a lot more consistent if you're standing on the stool while you're trying to place it.

Found this by accident trying to set the stool up against the outer wall of the cottage map. My best guess for what is happening is that you clip into the stool a little when you set the stool down near a wall and then you get zipped upwards. Idk how useful this would be for speedruns or anything but it's pretty cool looking. The setup seems... kinda precise? I'm sure you could get this consistently with practice.
