19:33 "Allowed" may not have been the right word, It's not meant to create a choice, it's used to show a benefit. Both figures go out onto the board. And you do want to do this, because even if you have a Worker that has no space to work, they can (in a 3- or 4-player game) be moved onto a Trade Route or in a later turn be put to work in another tile you patch that has a space for it and you avoid paying 4 food to do it...
the only way this wouldn't be a good thing is if you go past the 5th round without using that worker and I just don't think that's possible!
