Probably a bug, maybe intentional

Mercenary's Lot:
Transfers Marks on a nearby enemy when killed

Focal Point:
Leaves Mark on the ground on dying enemies

Expected Result:
When both of the above are active, the Mark should try to transfer to nearby enemies if any enemies are available, but if it is not, should leave it on the ground.

Actual Result:
When both of the above are active, the Mark is never left on the ground despite there being no enemies nearby.

Possible Reasoning:
Mercenary's Lot actually "Casts" a Mark on the same location as where the enemy is killed, meaning the Mark Limit is surpassed and overwrites the Mark left on the ground for Focal Point. If the order of operations is changed and the Focal Point triggers AFTER the Mercenary's Lot, then everything should work fine.
