Update: Fixed in update #67! Hurrah!

Ever since I've had this bug happen the first time I've had FRAPS running in the background to catch it on video. So far I've only had it happen on the Bank Heist map and in particular with the bank manager, but I've seen other people report it in similar situations. It always seems to occur when you try to move a civilian to a spot he can't go, in this case in between cars.
