Not sure if this is your solution, but helpful to check those off the list when troubleshooting.
There may be other factors at play.
I think I overlooked one of the obvious things to check too. In the base color Macro map, under neat is a place for two numbers. Two boxes.. One box can have 0-1 and the othee box can have 0-1
1 is 100 percent visible. 0 is not visible.
0.5 and 0 for example would tell it to show the macro texture at 50% and to draw nothing in the distance.
Each macro map, roughness, ao, height, normals
and each detail map all have individual boxes for the same settings. Its insane how much you can twittle and tweak.

Base Color
Macro
Detail

You can plug in just the base and ao for each one to get by.
Leaving normals, roughness, height out of the equation for troubleshooting. (I will put BM for bare minimum needed to get by)
But you do not have to use macro and detail. You could only use Base color map with its AO map. Or base color map with its AO and a Macro Base with a macro AO, or throw in all three by also using the detail base and its ao map.
But to see normals, you need the roughness, and height plugged into, and the normals of course.

---HEIGHT---
Base Color Height Map - 2048 x 2048 -grey scale
Macro Height Map - 1024 x 1024 -grey scale

Grey Scale looks red when selecting them in the preview thumbnail.

Macro Attenuation near and far is the amount of blending the start and end of the macro zone blends to the base color map

Detail Attenuation near and far is the amount of blending at the start and end of the macro zones

Start Fade, Near, Far, End Fade for Macro and Detail are more blending related to a band that can be a buffer zone. Think of it like a dead zone on a controller. Except as it related to macro and detail distances and how wide or narrow the buffer blend zone is.

Be nice if the editor displayed a helper band that is translucent for better understanding this. For Macro and Detail
