This is probably the easiest way to power-level your characters from late-20s or early-30s all the way up to 40+.

First of all, the purpose of power-leveling in any RPG is to spend a little time early on to get your characters or team over-leveled, so you can breeze through a large portion of the game without facing much challenge. Therefore it is only recommended on your 2nd+ playthrough, or if you are playing the game solely for its story and not the challenge - even though, don't overdo it, or it takes away the fun.

The whales in the factory dungeon do little damage, don't regenerate HP, don't inflict bad status, and give a ton of EXP. You can train on them from as early as Lv.26, after both Neptune and Vert learn their EXE Drive skills, but they're much easier to kill after Lv.30, as (apparently) the amount of damage you deal and receive scales by level.

You might want to fill up your EXE meter first on the regular enemies, so you can use finishing moves and EXE skills, but it's not really necessary unless you are under Lv.30, because they don't regenerate HP. If you are having trouble staying alive at lower levels, have Neptune and Vert transform and block its way (stand apart so they don't both get hit at the same time), and put Compa on the back, out of its attack range.
