183Orphaned teenager Astrid struggles to take care of her lonely, rambunctious younger sister, Penny, following their parents' death in a car crash. Social worker Kristoff doubts Astrid can be an adequate guardian for Penny, and threatens to place Penny in foster care if the situation fails to improve within three days.
