In the Persona 3 FES disc (as well as P4, but that's because a LOT of P3 stuff is leftover, including Fuuka and Mitsuru analysis clips) there are 3 tracks that sound like the background noise in the Tartarus lobby theme, The Voice Someone Calls. They were probably just work in progress tracks used as placeholders until they finished the track.

The first one just appears to be the ambiance. I'm not sure if it's used in the final game for silent scenes in Tartarus, but I can investigate later.

The second track (1:30) is the most interesting, as you can hear what sounds like footsteps and a large crashing sound through it. And it's longer than the first and third ones and the final track itself, added to this video for comparison. It has a few extra affects that make it more like the final's.

The third one (3:01) sounds the closest to the final one, with a couple of piano notes.
