Skyrim's Creation Engine is very demanding to be able to display far distances out in the open. Since I have had many requests for this game, I decided to give you two possible routes and let you see which one look/plays better for you. The first one is the resolution at 800X600 and for the most part when traveling on the outside environments, it stays around 20-25 FPS and did dip all the way to 5 FPS (for a very short instance). Inside buildings you can get 30-45 FPS, and every so often it could dip to the high teens. On this resolution I might have experienced maybe one or two slowdowns that I noticed in 20-30 minutes of gameplay so it did not bother me at all. The settings are set all the way down, but you might want to play with the distance setting to display your enemies a little farther away that way you can plan your attacks accordingly, I don't think it will drastically lower your FPS. The biggest issue you might with this resolution was that the video was squished since it was display a 4:3 ratio on a 16:9 screen.
The second resolution I tried that 'could' be acceptable was 720p, the video starts at the 15:46 mark. Now this one is tricky. Again, all video settings are set as low as they go, but here we get frame rates between 14-20 FPS in many outside environments and could stutter here and there. Inside buildings, the FPS do go up and stay around 20-30. I guess you could look past those hiccups, as for me, I will stick with the 800X600 (or worst case 1024X768 which also stutters a little).
I will give this one a cautious SurfaceProGaming Certificate because the game is completely playable at the lowest settings (like many modern games), but at 720p, you are on your own :).

1. The purpose and character of the use - The original content is a video game created for entertainment purposes. We in turn, are using a clip from this game to review if the game can or can not run efficiently on the Microsoft Surface Pro or other hardware, which in turn is a completely different use than that intended by the original content.
2. The nature of the copyrighted work - We are reviewing a fictional based video game.
3. The amount and substantiality of the portion used in relation to the copyrighted work as a whole - All clips are less than 10 minutes to give us a reasonable play time to demonstrate the viability of playing such a game under the Microsoft Surface Pro or other hardware.
4. The effect of the use upon the potential market for, or value of, the copyrighted work - Since our videos are just a reviewing on how the game plays on a particular hardware, our video review could never be a substitute for playing the game itself.
