I'm not sure if getting a cheap "bricked" Temporalis with very lower cooldown reduction works to bring Lightning Bolt cooldown from 0.5s to 0.1s, but it should?

Update: It is also a good idea to run a +3 spark level jewel for better clear so your lightning bolts don't hit white mobs, but you might need to swap in inspiration for bosses or you will go out of mana casting a 30+ level spark.
