The way this works is simple. The Player is asked to choose a Pokémon. If it's Deoxys or any of its forms, and the metatile behavior of the tile in front of the Player is one of the 4 chosen ones (MB_UNUSED_2C, MB_UNUSED_2D, MB_UNUSED_2E or MB_UNUSED_2F), Deoxys' form changes.
If these conditions are not met, its form remains the same.

It's meant to replicate the feature of the Gen. 4 games where if you interact with one of 4 meteorites located in Veilstone City (DPPt) or Route 3 (HGSS), Deoxys' form changes.
