In this video, I rank all of the Pokemon obtainable in Pokemon Emerald Version by how usable they are in a Hardcore Nuzlocke. A hardcore nuzlocke is one of the most popular Pokemon challenges players have undertaken lately; it's one in which the following basic rules apply:
You can only catch one Pokemon per route/area.
If a Pokemon faints you can never use it.
Pokemon must not have a level stronger than that of the next gym leader until you fight them.
No item use (besides held items) in battles.
Things are a bit more complex than that, but that's what you need to understand for the purposes of this tier list. I only discuss the Pokemon that are actually available in the main story of Pokemon Emerald. No trade evolutions, no Ruby and Sapphire exclusives, and no legendary Pokemon are ranked in this list.
