Notes: Litwick is chilling out in a singular location: the Lumiose Sewers. The Lumiose Sewers become available during the Rank Up quest to get to Rank D. After the rank up quest, a new Side Mission will unlock to open up an entrance near Wild Zone 5. From this entrance, you'll want to keep hanging a left and this will lead you to the room with the Litwicks. There'll be a few Patrats hanging out outside the room.
