At the gate right by the entrance to Fuchsia City, you can find one of Professor Oak's assistants on the 2nd floor. If you have caught 50 different Pokémon species (the game counts the amount of Pokémon obtained in the Pokédex) he will give you the Assistant Set. This can be used with both the player character and Eevee.
