With the Rescue Team Base completed, we check the Pelipper Post Office bulletin board, and we find one from a Pokémon called Smeargle, who has gotten himself in a sticky situation as he did not want to be an adult and fled to Howling Forest, and we have to go through this new dungeon and rescue Smeargle.

To unlock Howling Forest, you do need to have the Sky Blue Plains Friend Area unlocked, which is through a random rescue job, and to have completed the construction of the Rescue Team Base. Then you check the bulletin board at Pelipper Post Office and find a rescue job called "Smeargle's Desperate Plea", accept that and you can now go to Howling Forest. In Rescue Team DX, you don't get it till you have completed the main story, and the reason why Smeargle fled is different, in this game, Smeargle does not want to be an adult, but in the remake, Smeargle fled because he did not want to get sticky.
Howling Forest has 14 floors, Smeargle is on the 15th floor, and the following Pokémon are Azurill, Houndour, Poochyena, Whismur, Spoink, Furret, Shuckle, Pidgey, Loudred, Houndoom, Mightyena, Grumpig, Snorlax, and Exeggcute. Some of the Pokémon in the dungeon range from Levels 11 to 20, and there some Pokémon that know Roar, the Houndour line and Mightyena have the move, Spoink has Psywave, and Grumpig has Psybeam, which are long ranged attacks, the Whismur line can use Uproar to prevent any of its teammates from falling asleep for a few turns.
There are three Pokémon exclusive to this dungeon, one of which really is, the other two were previously found in an earlier dungeon, but they couldn't even be recruited. The first one is Pidgey, which is at Level 1, it goes down to any attack, they only spawn on floors 9 to 13, the next one is Snorlax, it is a rare encounter and is found on floors 11 to 14, and it is a tough foe as it can boost its defensive stats with Defense Curl and Amnesia, and it can use Belly Drum to maximize its Attack to deal a lot of damage with moves like Tackle or Headbutt, and it can use Rest to fall asleep and restore its HP when it wakes up. Snorlax can only be recruited if you have started with Meowth, Skitty, or Pikachu, and the last one is Exeggcute, which only appears on floor 14 and is a pain to find because it is extremely rare, making Exeggcute one of the hardest Pokémon to get in the game, because the only other dungeon it was found in was Tiny Woods, and you can't recruit any Pokémon i Tiny Woods.
In Howling Forest, the weather is random on floors 3, 6, 9, and 13, and Nature Power is Stun Spore on floors 1 to 7, and Shadow Ball on floors 8 to 15. When you make it to floor 15, where Smeargle is at, you escape the dungeon, and we get some dialogue where two Smeargle show up to try and get Smeargle back to their group, and after a bit of dialogue, Smeargle decides to join our Rescue Team, and the two Smeargle leave. Smeargle can even customize your Rescue Team Base flag, and the design is randomized, and as for Smeargle, it joins at Level 5, and its only move is Sketch, which allows Smeargle to permanently copy a move, Smeargle can perform any role, you can go with a room clearer with Powder Snow, Heat Wave, or Silver Wind with Agility to have it clear Monster Houses, it can work as a supporter with healing moves like Synthesis or Moonlight, multi-hits moves are overpowered, and some good examples are Fury Swipes, Fury Attack, DoubleSlap, or Barrage and give it Screech or Swords Dance and link the moves to have Smeargle take out opponents, it can work as a ranged attacker with moves like Ice Beam, Flamethrower, Hydro Pump, Psybeam, Shadow Ball, or any other move, you can go with Helping Hand to power up your allies attacking stats, you can do anything with that Pokémon.
As for new Pokémon, Spoink is a ranged attacker with moves like Psybeam and Psywave, for Exeggcute if you are able to recruit one, it does get some good TM moves like Bullet Seed and Sludge Bomb, and it does get the powder moves through level up, and Snorlax is another difficult Pokémon to get, but it does get some good attacks, from TMs like Ice Beam, Thunderbolt, Flamethrower, Shadow Ball, Brick Break, Facade, and many other attacks.
