Throughout a majority of the development of Pokémon Omega Ruby & Alpha Sapphire, the Soar mechanic was accessed using a different method.
In order to use Soar, you'll need to have either Latios or Latias in your party, and have it know Fly. After dealing with the box legendary in Cave of Origin, they gain the ability to use Soar in a similar method to a field move.
In the final game, you're instead given the Eon Flute item. Using this item, it summons either Latios or Latias to use Soar, even if you don't have either in your party.
