Final video demonstration to show what the unused Tetris Attack SGB block Palettes could have been if they were implemented. This is a reasonably rough idea of what they could have looked like if the attribute palettes were implemented in Tetris Attack / Yoshi no Panelpon.

Apparently there is a list of palettes for Game Boy Tetris Attack that aren't used anywhere in game. It appears that they wanted a palette for each of the character's stages but couldn't figure out how to get it to work because it would have been a nightmare so it was abandoned.

The other theory (more reasonable) is that they wanted the blocks to match palettes as they do in their SNES counterpart. The palettes seem to match the blocks. They couldn't figure out how to properly set up attributes as they constantly move on-screen. ...2/3

They're not border palettes, I've checked. They would also be too limited for that application. The strange thing is that I discovered these about 20 minutes ago and I worked on a palette modification 2 years prior to discovering these palettes. They obviously were experimenting.

Theoretically they could have set up the unfinished (potentially buggy) SNES OBJ_TRN mode the ICD2 and updating 4 BLANKS, read from the bottom of the screen. It would have vastly improved the ability to distinguish the blocks or characters in-game. Definitely was possible.

Final screenshots. They were almost certainly intended for block palettes. No other explanation would make sense. I'm not sure why the palettes were set up so that they mismatch block types, whereas they should be one palette per block. Recording videos today and tomorrow

Two small notes:
1. The white palettes were probably meant for the cursor and "Ready 1 2 3" text.
2. The palettes also exist in Yoshi no Panelpon, the Japanese version and later revisions of the game.
