The Grubbin family (Grubbin, Charjabug, Vikavolt) was added into Scarlet and Violet with the addition of the Teal Mask DLC, meaning if you want to catch it on your own you will need to get the DLC (but the family is available via trade or Pokemon Home otherwise). To evolve Charjabug, you just need a Thunder Stone! They thankfully kept with Sword and Shield here and kept it a simple item evolution, and not a specific area (or weather) requirement!
Charjabug can be found in the wild in Teal Mask for evolving if needed as well.
