Seriously, there's about 100 or so mons in Gen 2 with 450 BST or higher, and yet the randomizer seemed to have set Celebi as the one mon that a majority of opponents must have.

Joe must have sent his army after me again.

This part is shorter than the others because I wanted to handle the Team Rocket portion separately, especially with their interesting lineup. ;)
