To get Regieleki, you need to have Regirock, Regice and Registeel in your party before checking the door of the Split-Decision Ruins temple. The door will open and when the lights on the floor are light up (by walking on it) forming the pattern seen on the yellow part at the top of the door shown before entering the temple (or Regieleki's pattern), you'll be able to battle Regieleki by checking the statue.
