Automation scrapes low emission cars of UK government website.

First, 100 cars that has less than 75 co2/km emission.
(all happens to be 0 because of many electric cars)
These go on "UltraLow" sheet of the result excel.

Then 100 cars from 75 to 100 co2/km emission category.
(I know the definition is less than 100, but we added greater 75 for practice).
It finds only 11 cars when I ran it (100 was the upper limit).
These cars go on the "Low" sheet of the result excel.

There are some stuff to fix, but for now it runs :D it was an 1-2 day practice project after 'learning' PAD for a week or so.
