I'm gonna be real I only downloaded this character to make that dumb joke. This is a pretty barebones character that doesn't really stand out at all except for the fact that it's an MS Paint penguin.

Club Penguin (Maavo, The 14th Doctor)
THATS RIGHT BABY ITS CLUMP PENGUIN. I honestly have a soft spot for Club Penguin, I played a bunch of it in middle school. And it's sorta the reason I went out looking to see if anyone made a character based off it. Although it sorta feels unfinished, I'm really liking what's here so far but there aren't that many moves and there are a couple bugs. Tragically I don't know if we'll get any further updates, this character was from 2017 and this was the only version of the character I could find.

Pengwing (Baron Bombano)
The game that I presume this character comes from though, I know absolutely nothing about. Much like Eudora, I'm very fascinated with fully custom-sprited MUGEN characters based on two-bit nothing mobile games, it's always surprising to see that they have fans with that level of dedication. The sprites and balancing are much better than Eudora too, but they're still pretty wack. Their laser attack is really hard to get around and they have an easy unblockable setup with one of their supers. Their game plan is also barbarically simple, either rush in and mash the attack button or spam projectiles.

King Dedede (Mamaluigi339)
The game that I presume this character comes from though, is Kirby 64, I love Kirby 64. This Dedede's really jank though, the frame data is all sorts of messed up. He basically becomes intangible on most if not all his moves so it basically devolves into will he allow you to hit him enough times before he dededepletes your heath. Honestly not much of an issue though because his hammer super is laughably pathetic, you can jump to avoid it every time.

Toucan Sam (RoundOne)
Yes this is definitely a penguin, stop asking so many questions. Nearly as unremarkable as Pablo, he even made me question whether or not I actually had the AI set to the maximum level. Which is good because I did not, but it wasn't really that much of an issue because the level 8 AI is still as dull as ever. Throughout the entire match he only used the one special he had once. A single Fruit Loop, hardly even a morsel.
