Project Stealth: RCS (stealth meter) test, new terrain, buildings

This is a test of the upgraded procedural terrain engine, procedural building placement (just getting to grips with it atm, there's lots to do there), and the RCS display (stealth meter) which allows you to gauge your visibility vs. incoming radar pulses.
