Bacteria do not seem to evolve either but the bacteria that survived the penicillin reproduced so that the surviving bacteria is resistant to penicillin, but the bacteria didn't change on it's own. Bacteria gets infected by viral DNA and grows a spike to infect other bacteria, but the bacteria didn't change on it's own.
Viruses are not considered living or complex organisms. They seem to be mostly raw DNA or RNA code in a shell. Viruses don't reproduce on their own and don't modify themselves either.
Any genetic engineering (not evolution) is done by another organism acting on the virus just as any other genetic engineering is done by genetic engineers.
In public school we saw the man made machines used to make genetically modified foods in biology class, however the public outside the school would not believe that people are modifying food DNA through genetic engineering. We learned how the DNA was inserted into the plant after being engineered in the genetic sequencer machine.
So the evolution of things and living things requires another organism to genetically modify the other. Evolution requires that the original life from evolved on it's own without outside help.
People have not been able to modify genetic material until recently. Before that people could violate the scriptures by producing hybrids that are dangerous. The cucumber is a good example of a dangerous hybrid food. The original cucumber is a poisonous explosive weed with thorns and the cucumber that people eat still has the spots on the outside where the thorns should be and retains poison from the original version of the plant.
Since any changes in DNA or RNA requires another organism or something external like nuclear radiation or poison, evolution can't and never has made any changes to any life from or DNA or RNA.
The US patents for the snɹᴉʌɐuoɹoɔ demonstrate genetic engineering and modifications by outside forces that are not in the virus. A virus is dead and can not act on itself.
Changes to genetic code in DNA and RNA requires genetic engineering and modifications by outside forces and can not be evolution by the definition of evolution coming from one original organism and acting on itself.
The complex amino acids that are required to be assembled
to form the complex proteins needed to make DNA and RNA,
Can not self assemble or be assembled by the elements in nature like fire, wind, and lightning.
They must be assembled by an organism.
