I finally remembered to check this when I woke up. I've heard numerous times from staff at Youtube that the notification system is working properly. Well, I have proof that it doesn't. In this example I prove that at least Youtube Comments don't all get pushed through into notifications. Therefore it's fair to logically assume that it's also not pushing content creators videos correctly either. I would be more than happy to discuss this with someone at Youtube!
