Father Guerra believes that Mercer's story about Blackwatch and Gentek doing more harm than good is true, so Heller investigates Mercer's version of event.

As James Heller arrives at the test site in Washington, he discovers that Blackwatch are purposely release viral mutant specimen, known as a Brawler; to attack the civilians of the Yellow Zone. It is up to Heller to put a stop to Blackwatch experiment.
