PSO2 NA/Global - Fo/Te Barren Blossom, Butcher of Light [PD Solo] - 7:41
After some trial and error, I have the fight down to the point where I'm doing it deathless. Still some room for improvement, but this should give an idea on how to approach the fight.

Gameplan:
Gemini - A good crafted Grants is your friend here. You can hit his legs from downtown without having to chase him. After the second set of legs, you have enough time before he flies off that you should be able to get another 5 rounds of charged Grants in (I was killing each in 4 rounds). Finish with Zandion just to avoid another round of clown cars.
As for dealing with the first batch of clown cars, I've come to the point that I'd rather just disengage with Ilzonde. Build distance, then re-engage.
Profound Darkness:
Charged Ragrants will do the bulk of your damage on stationary targets (especially when the pincer throws up walls), supplemented with Grants for the bits. With enough T-ATK, you should be able to one tap bits without charge. Compound where you feel necessary.
Phase 1 and 2, you should be worrying more about survival than squeezing out damage, as Fo/Te's health pool is enough to make a few mechanics one hit kill (namely the back-to-back full stage body swipe and the pincer's animated grab). This is especially the case during tail end of Phase 1/Phase 2, when bits start appearing. While killing bits will let you get free hits on PD, if you focus on them immediately over whatever turret actions he's about to use, you may be eating a pincer grab into a Scape Doll.
Phase 3 is where the fight sort of lets up. Evade, kill the bits, Ragrants/Compound the head (save Zandion for the final phase). Get ready for Persona.
Against Persona, play keep away. You do not want to eat any of his attacks. Over End is another one shot kill.
For the final phase, slip in a bit of damage before his eye laser, then go for a Zandion to blow out his eye/face and iframe the laser. This tends to be inconsistent. For some reason, maybe killing the bits interrupts that laser? Either way, finish with Ragrants.
