If there's any fight that perfectly exemplifies the shortcomings for Jet Boots, it would have to be this one. For a weapon designed around the idea of primarily contributing towards Elemental Downs, I found it more advantageous to exploit the duration timer of the Downed States by deliberately delaying them as much as possible. Doing so forces the Downed duration to last for much longer, allowing me to use both Photon Blast and Jet Intensity all in one rotation and effectively hitting Engouku's weak point. That's part of the reason why I switch to Fire Element Set during the middle of the fight. It allows me to save the Elemental Down for when I get the second Photon Blast and capitalize on the extra duration for that particular Downed state. There's also the added fact that unless I solely rely on popping as many Barta Blots as possible, I won't be able to inflict another Elemental Down in a timely matter in this fight, even if Elemental Decline is maxed out.

You could argue that it's a DPS loss switching off the enemy's Ice elemental weakness, but Techniques are at such a poor state that it might be better to just switch to Fire against Ice weaknesses when you're not expecting another Elemental Down to realistically happen. Whatever DPS you would gain from Barta Blot is completely invalidated if you're on point with Jetsweep Jolt. Not to mention that you get passive PP recovery from Foie Brand every 10 seconds on average. One last detail worth pointing out is that Element Set Ice is extremely weak compared to Element Set Fire, even if accounting for elemental weakness; you deal around half of what Element Set Fire would do off-element. This interaction is specific to Ice weak enemies and would not recommend doing it for other weaknesses; Barta Blot is just that bad.

This is but one of the major issues completely holding this weapon back from performing well in solo content. Jet Intensity is not much better as it acts as the DPS backload for the weapon outside of counters, and given the current gearing/crit meta, it's not even consistent. Technique gameplay in general is also extremely weak and desperately needs a tweak. Lastly, the weapon's Photon Arts are so pathetically weak even if you attribute the mostly insignificant 15% speed buff from Jetsweep Jolt. They were first designed around the idea of Element Set helping offset the low potency that they have, but then they added Surging Impulse to have a constant source of Element Set procs. Even with the potency adjustments in a later patch, it's nowhere near enough for Jet Boots to be competitive in anything.
