18Pretty easy, but if i had played this on a normal seed, it would be much harder. This seed had a perfect amount of newspapers, which outside of the newspaper have just as much health as basics while taking up twice the wave points, and I also manipulated grave positions with pvztools to have 3 in one row, which is the highest amount you can have.
Seed was given to me by @Exter_15 , check his channel out, he does stuff in a similar vein to this challenge.
