This was a minor case of FATF. A few bunnies here and there, a better sng-grab and here you go, one sec better.
The last rottweilers are out of the screen - so the trick is to just aim out of screen and hope for the best. I call it "spray and pray".
Come to think of it, isn't this a new trick? Intermission nailage at monsters you can't see, but you know are there :)

I suppose 17 seconds is possible in theory, but you'll probably need a proper route tweak to get it.
