For the most part, the 390 very capably handles max settings, under Vulkan, but if you notice, it does go below 60fps, at times. (and later levels might perform slightly worse than what is shown here... the game is somewhat inconsistent) I would advise playing with the Nightmare Shadows, Nightmare Textures, and Reflection Quality, to come up with a balance that gives you the visual fidelity you want, combined with the frame rate / smoothness you want. (although, I would imagine, many people will find maxing the game out to be acceptably playable)
