Hope it helps, it's an easy fix that applies to all Radeon cards with 2020 drivers. In the end I'm ranting a bit because users shouldn't play around with clocks and voltages, they should have a drop down menu in driver for a maximum performance clock state like Nvidia did long time ago.
I know that some games are badly optimized, and that it's not AMD nor Nvidia problem, but with that option on Nvidia it can run less bad than on AMD, because it forces GPU to push max core clock no matter what.
