Who is Raiden Shogun?
The Raiden Shogun exists in two forms: Raiden Ei (also known as Beelzebul), her true identity, and the Shogun, a puppet created by Raiden Ei to rule Inazuma in her absence while she retreats and meditates in the Plane of Euthymia on her path to eternity. Outside of the Euthymian Plane, the Shogun we see is not the true Electro Archon. It is, instead, an automaton designed by Raiden Ei many years ago.

However, Raiden Ei is not the original Electro Archon, but rather the most recent to ascend among The Seven. Baal was the first Electro Archon and Raiden Shogun of Inazuma, also known as Raiden Makoto. Yae Miko reveals to the Traveler that Baal and Beelzebul were twin gods.
