8More tech that I'm experimenting with. I believe this is a glitch.
In order to pull this off, you need to do the following:
Guillotine into Ghost Step Cancel
or
Ghost Step Cancel into Shadow
For some reason, it enables Soul to go a bit forward during Rain. And I believe it resets when you execute certain moves without cancelling them.
