Ranked: Purge plays Sand King
Sand King is not commonly played as an offlane hero but he can be pretty effective if you don't relentlessly feed during the laning stage :)
You should help your 4 position do a few trades with enemy heroes with burrowstrike combos, but generally you should avoid fighting to the absolute death on sand king. That's because his base stats are moderately weak for an offlane hero. He doesn't have much armor, his base damage is low, and his stats are weak too, leaving him with low hp.
But what Sand King does do well is bug things. Sit in lane, get last hits, and push creep waves! Farm a tranquils to provide movement speed necessary for chasing and for regen outside of combat. Again, Sand King doesn't really want Vanguard type items because he isn't mean to fight to the death and tank. He's a bug. So get tranquils, wand, then pick up either a Blink Dagger to open up your damage potential with your ultimate, or get a Veil to amplify you and your team's magic damage!
You can adjust skilling Caustic Finale in lane depending on what enemies you're playing against, but generally it's much, much safer to max out Sand Storm first so that you can quickly + safely push out lanes without as much threat to your personal health.
If you see opportunities to get kills with allies, definitely try to help because Burrowstrike is an amazing gap close + stun ability, and pairing stuns with the damage from your ultimate or Sand Storm is a great way to score kills that push you to blink faster.
Once you have blink, killing almost any hero in the game is pretty easy, especially if you have 1 hero assisting. Buy a smoke, smoke with your ally, find a hero, channel ult, then blink afterwards(you should probably use Shift Queue to blink immediately after the channel finishes), then burrowstrike + sandstorm to do a lot of damage.
It's pretty important that you're realistic whether or not you can get a kill, because wasting the combo on someone that survives very much changes the speed at which you collect items, and theirs as well.
Transition into Euls or Force staff to protect yourself if you get gone on while you Sandstorm. Euls will remove dust from you while keeping you in sandstorm. Force is better against Riki type heroes, or enemies who are more persistent. Afterwards build as needed for the game. There are plenty of great items that work on Sand King!
