On the surface this is not a hard challenge, but the frustrating thing is robbing a store is likely to put the town on lockdown, meaning you can't rob another one there any time soon and will have to go half way across the map to get the next one. This video shows how to use the Saint Denis and Rhodes Gunsmith backroom businesses to get 2 of the 4 required, and escaping without a wanted level. This means you can rob the general store in each place as well, to get all four in close proximity.
