I changed in game and system.xml and game settings to the lowest to compare how different a single game can be. This video contains a comparison between ULTRA settings on PC and Lowest settings on PC + Value modifications on system.xml (Go to documents, Rockstar games, Red Dead Redemption 2, the find the system.xml)

Here's what I have changed on system.xml file
lodScale value="-0.500000"
grassLod value="0.000000"
pedLodBias value="-1.000000"
vehicleLodBias value="-1.000000"

(*You can adjust these values to make it look worse. If you want to go back, just delete the file. It will automatically create a new file when you restart the game)
