Overall Strategy:
Cutscene only encounter. Go to the marker to encounter Jimmy Saint for the second time. If you followed the guide and save and reloaded your game since Part II he should be there. Follow the route shown to avoid having to fight your way through the Pikes Basin Hideout. He will not appear again until after you head down to Mexico.
