As Ada Wong in Resident Evil 6, she will approach a door in Chapter 1 that asks for a certain code. The "key" for this particular puzzle is in the form of an animal. And in this example, its a bald eagle. (There is a snake and fish as well)

When you look at the painting a second time (after the ram horns are moved), your door code will be depicted in the hidden painting.

Once you got your animal, just line up the segments in the four corners of the room.
