RDR2 Side by Side - DirectX, and Vulcan
There is a slight difference in FPS when using either of these APIs. Although the CPU usage is reduced when using Vulcan as compared to DirectX12.

In this video, I've MSI GeForce RTX 2080 Gaming X Trio and I'm using OC mode from the Dragon Center App.
Although changing some settings to ULTRA results in scrambled graphics. I was getting just 20 FPS when I turned everything to ULTRA and maxed out so I decided to use the settings slider to record the Gameplay.

I was getting around 50 FPS at ULTRA settings with Vulcan, but FPS drop below 50 at some locations.
Honestly, the game looks better on PC as compared to PS4 Pro even at low preset. You need a top of the line GPU to run this game at 4K 60FPS.
