A single player game that requires you to be online is already ridiculous, but this will also require you to: create a rockstar account, link that account permanently to your steam account, and accept their extremely privacy unfriendly policy and EULA.
It's not just so they can prove it is a validly purchased game, either. Steam sells a license for the game, and that is enough for literally all other game companies. Rather, all you'd need to do is watch your firewall and see the launcher reaching out to "google-analytics.com" and other top hits to see what the real purpose is, if it wasn't already plenty obvious.
It doesn't matter if the game is good or not. I can't recommend a game or company that requires such extreme and unfriendly agreements of a player (and at worst, possible outright privacy invasions that are irrelevant to what should have been a normal game purchase exchange).
