Ever since Android version 10, programs have required new permissions to be able to access the sd card. Retroarch and some other programs seem to "not see" the sd card. For example, on Retroarch, when one clicks "/storage" in the list of locations, the sd card should be visible. Upon clicking it, one should see everything in the root folder of the sd card, but Android is such a pain about permissions now.

This video gives you a fix that works, but you may need to download a text editor if your phone did not come with one (honestly, I don't get how an operating system did not include one?) I like OldSchool Editor, because it looks like Word Perfect 5.0. Here, I show you how to generate a new config file in retroarch and change the line that tells the file browser where to start looking for files.
