I did several tests, in the video are what I think the most significative ones. In all tests the target player was trying to backpedal (pressing S key) as any reasonable player would do at least that
Take these tests with a grain of salt. Both me and my friend had high ping in the PTR (~180ms) and also I could secretely suck as Roadhog
Lots of heroes with 200HP seems to be still one-shot, however I needed various tries with some of them so it's not as easy/consistent as before. Most consistent ones were Tracer, Baby D.Va, Torbjorn, Zenyatta and Mercy. I think some of the most critically damaged in the video (like Widow, Hanzo) could be one-shot too.
I forgot to test Zarya but it's easy to assume that it's not one-shot anymore
Just for fun I also tested point blank shots on several tanks and secondary fire in Orisa is head
