15RoboCop Free Game for iPad is a pretty good shooter game, but the in app purchases may be a bit extreme, you will have to decide for yourself. I played using some IAP and without and found the game to be fairly reasonable. There is an energy limit and the only way around this is to level up or spend some gold to refill it.
