EDIT: You can use the metal refinery to convert Thermium to niobium at 100% efficency, thanks to
Orion Egenes and Alrion1704 for pointing this out. Please note Tungsten is finite you should only really do this if niobium is very difficult to obtain and only enough to get Liquid oxygen/hydrogen up.
