Some factions lack those really key elite infantry, and only have average cavalry or shock cavalry. Pontus, Athens, Carthage and Sparta fall into this category, with Sparta being unique in their own right. The strength of these factions is that all of their middle to middle high infantry are really efficient for their costs, and so they can usually either pull huge numbers, or a large number of units with better supporting units.

Sometimes, especially with Athens, you may want to simply use those defensive, highly efficient units to hold the enemy in place while you swarm their rear lines with heavy cavalry or elephants. Other times however, it may be more interesting and successful to play to the strengths of those middle strength units. If you use these factions playing to their unique strengths, they can easily beat the more traditionally powerful factions.
