Tommy was a baby who didn’t make it and it broke his father. Stu spent all his time inventing toys for the kid he didn’t have.
Phil and Lil’s parents, essentially, decided not to have their baby. This means Angelica created a boy and girl since she didn’t know what they’d have been.
Susie was the only kid that was real. She entertained Angelica’s imagination and grew up to be a psychologist who *wrote* Rugrats to tell the story of her friend.
It’s worth noting Arlene Klasky, of Klasky-Chupo came out and said the theory is interesting but not true.
